CHANGES
SOLUTION
Perform the Agent Resynchronization through Enterprise Manager Cloud Control Console
1. Targets => All Targets
2. Search for the agent name experiencing the problem and click on its name to open the Agent console
3. At the Agent console, you will see an error telling about your agent is blocked
Agent has been blocked due to Bounce Counter mismatch. If Agent has been restored from a backup perform an Agent Resync.
4. Click Agent -> Resynchronization
Click “Continue” to start the Agent Resynchronization
A new job is submitted to perform the Agent Resynchronization. Click “OK” to confirm
5. Find the job status by choosing Enterprise => Job => Activity
In Available Criteria field search for the job name. The job status must be as “Succeeded”
6. Confirm that the agent is unblocked now. The Agent Console must show the agent status is up (a green up arrow next to the agent name)

In some cases the Agent Resynchronization won’t help. If the above plan failed to unblock an agent then the only option you have is to reinstall an agent.
